The quality of the hardware is good. Unfortunately the brackets do not work with a fixed belt mount without modification. The fixed mount must be positioned 45 degrees to on side. Need to certain that the belt is not pinched, then the seat adjustment lever must be bent to clear the fixed mount. I removed lever and used propane torch to heat and bend lever (where my finger is pointed). Then everything clears and works.
